Australia’s engineering profession has called for more investment in underground infrastructure as the nation adapts to a changing climate.

Speaking before international delegates at the Joined International Conferences on Tunnelling and Tunnel Boring Machines in Melbourne last week, Engineers Australia Group Executive, Professional Standards and Engineering Practice Bernadette Foley said that tunnels and underground infrastructure will play an increasing role in building the sustainable cities of the future.

According to Foley, the importance of tunnels should not be underestimated.

“As extreme weather intensifies, underground infrastructure can be an overlooked, but it is a powerful asset for climate adaptation,” Foley said.

“Tunnels safely divert floodwaters, protect critical transport corridors, and ensure continuity of essential services. They also offer strong seismic performance, making them a logical choice for cities facing multiple climate risks.”

According to Foley, cities are being forced to reconsider how infrastructure is designed, delivered and protected over the long term.

This is occurring on account of growing urban density, ageing assets and disruption which is associated with climate impacts.

Meanwhile underground infrastructure is helping to preserve space and give communities back their roads, footpaths and streets.

Foley also highlighted how the performance of underground projects is being strengthened by new technology and practices.

This includes modern tunnel boring machines supported by digital tools and advanced modelling.

These are enabling construction to take place in a manner which is safer, has greater precision and has a reduced impact on the environment.

“With the right planning frameworks, investment and long-term vision, underground infrastructure can help Australia build safer, more resilient and more liveable cities for decades to come,” Foley said.
