A $57.4 million redevelopment including housing, restaurants, boardwalks, playgrounds and public art has been proposed for the Perth beachside suburb of Scarborough.

Premier Colin Barnett released the draft master plan on Tuesday and said the development would provide a foreshore that could be enjoyed by all ages.

New lookouts and boardwalks would provide better access to the beach, while family-friendly areas include a water playground and skate park.  Planning Minister John Day said the aim was to encourage private investment and development within the 100ha redevelopment area.

More than 2800 new dwellings and 26,000sqm of office and retail space were expected to be created in the area, he said.

Public comment can be made until March 3, and works are expected to start later this year.
